Performance Measurement of Process Safety Management Systems
How effective is your process safety management (PSM) system? ProSmart™ is a software-based performance measure designed to help you answer this question and related questions such as: where are the flaws in my management system or where should I concentrate resources to get the most overall benefit to my management system.
How was ProSmart developed?
The Center for Chemical Process Safety (CCPS) developed ProSmart in partnership with Concord Associates, Inc. Members of the CCPS Technical Management Subcommittee assisted in the development process and reviewed the measurement methodology, structure, coefficients, and guidance statements.
How does the performance measure work?
The performance measure is based on Concord's Authority Referenced Measurement System™. This methodology involves breaking the item of interest (in this case PSM) into a hierarchical set of factors and subfactors that are important in evaluating performance of the item. Each factor and subfactor has an index value (or rating). A user selects the appropriate rating for the bottom level factors (i.e., indicators), and the software combines these ratings to obtain ratings for the parent factors in the hierarchy until a rating is obtained for the top level item. The software uses information from a group of experts (authorities) on PSM to influence how it combines ratings.
