The recent changes to the DOT’s 49 CFR Parts 192 and 195 (i.e., the “Operator Qualification Rule”) will result in some far-reaching changes in qualification and training of pipeline personnel. The OQ rule requires that each Operator establish and maintain a variety of documentation, such as:
  • Identification of qualified individual(s),
  • Identification of covered tasks the individual is qualified to perform,
  • Date(s) of current qualification, and
  • Qualification methods used.

Does OQMS track changes and maintain revision histories?

For some of the items in the database, it is vital to track changes in order to maintain historical information. For example, once an exam is used (i.e., someone takes it), that specific version of the exam must be maintained without change. However, revisions to the exam must also be allowed. OQMS is designed to recognize such situations and keep enough information to accomplish both requirements.

Will the OQMS software allow me to generate and print reports?

Yes, OQMS will generate a variety of reports in Microsoft® Word format such as:
  • Task lists
  • Lists of qualified personnel,
  • Individual qualification status, and
  • Evaluation methods and results.
